Why is the T/P not activated?

If the case you refer to is held for a sell position, your TP will be activated based on the current market ask price.

*Note: MT4/MT5 chart quotes with bid price. According to market logic, selling a position will follow the market bid price while closing a sell position will refer to the market ask price.
